under california law, hate crimes are criminal or attempted criminal acts because of an individual's perceived identity including race, religion, sexual orientation, disability or national identity. in california, hate creams can be felonies. misdemeanors or enhancements that could lead to the death penalty. the victim identifies himself as a gender or in his words, quote, gender queer. they don't identify themselves as female or may female. >> each person is different in how they chose to express that, whether behaving in an adrongenous manner. >> the specific center offers a support work for a gender individuals and there is help in online communities, as well.

for criminals. the new campaign called eyes up, phones down and police hope people riding buses and training get the message. we're live with david, explain how it's already making a difference. >> reporter: gasia, police are putting some extra muscle behind this particular campaign and it's already making it successful. for commuters, it's a way of killing time. for san francisco police it's the equivalent of holding out a handful of money. >> two out of three robberies involve some sort of a smart phone. >> eyes up phones down, reminding riders to put down their phones. >> we've had people walk in front of trains on their phones. >> passengers on this muni train were absorbed to see this suspect pull out a gun.

confirms muni buses run behind schedule. there was a slight improvement with 80% of buss on schedule -- 60% of buses on schedule. the number of delays have dropped and more vehicles are being put into service. the san francisco sheriff's department says a 57-year-old's body was found in a hospital stairwell 17 days after she went missing. today, the sheriff's department sent us an e-mail days that the dispatcher had been reassigned. there had been disputed accounts of what happened but family members say it is clear that the hospital and the sheriff's department botched the search. the highway patrol is trying to figure out why a woman was running across a busy oakland freeway. that woman was in the lanes of traffic on westbound interstate

580 at about 4:45 this morning near the mcarthur boulevard. she was killed on impact. the corner identifies her at ramirez of oakland. the 2 left lanes of the freeway were shut down about an hour-and-a-half. pg&e's executive wants a full record of the pipeline investigation. the ceo is asking for an audit. he wants to see if there were any flaws in how the explosion was handled. it started from a memo about an engineer who raised concern. they recommended they pay a $17 million fine to failing to notify about false records. and unmanned aircraft known as drones, the faa took the initial steps toward clearing the way for this to happen. >> our faa forecast estimates we

applications for those testing sites including a proposal from here in california. the 16-day government shutdown back at the start of august cost $2.2 billion in loss productivity, from the office of the management and budget. today's report says furloughs resulted in a total of 6.6 million lost days at its peak, 850,000 people were told to stay home. the report says that shut down also prevented the creation of 120,000 jobs, impacted travel and tourism, and halted critical public services like health trials and safety inspections. and a group is called shared hope and it's releasing its annual report card on what states are doing to stop sex trafficking. for the 3rd year in a row, california gets a grade of f. the group prays new state laws increase prison time and fines for sex traffickers. it's not enough. >> the states need to take some stronger laws and implement

them, putting guys in jail, and prosecuting them for buying commercial sex with children. if there were not a buyer. >> it has the least effective antitrafficking laws in the country. most other states improved their scores with failing grades. the fight to keep city college of san francisco from losing accreditation now has a 3rd lawsuit working its way through the legal system. ccf coalition announced the latest lawsuit accusing the accrediting committee of self violations and asking the court to nullify the decision. all three people in the lawsuits are working together. >> the other two suits were brought first of all by the teacher's union and by the city attorney of san francisco. we want to be sure that the people who have brought this suit are at the table when there

and coastal fog that cools off pacifica and san francisco. the way the pattern works, cool to the north, warm to the south. the jet stream really divides the old from the warm air. the jet stream gets a little closer to us, that starts -- it doesn't drop over us, but it increases the cooling as the jet stream gets t gets cooler and warmer as it goes up in the basin. a dry weekend ahead. the idea is it's going to drop a little bit and bring showers to the area. long range model here. we stop at 4 a.m. on tuesday and it lines up offshore. hopefully this results in something. as i said earlier, this system, the model's been backing off on this rain. a couple days ago, it was looking at a quarter inch, half inch of rain. that can all change. tonight at 10:00, latest computer model runs, we'll take a look and we'll dial in the
